Per discussion on mailing list, this one gets my vote, and I'd vote 
for calling it forward also.

So, maybe some way that we could manage attachment includes in both 
forward and reply would be possible?

Related item also discussed on the mailing list.  I can open a new bug 
entry if you want, but think it is appropriate here.

Some users want to be able to "reply" to a message that has 
attachments with the original attachments included in the reply.   
Doesn't sound right to me, but appears to have lots of end-user 
support (replying to the message and including people not in the 
original message in the reply seems to be one usage case reported).

So, maybe some way that we could manage attachment includes in both 
forward and reply would be possible?

Horde doesn't allow a user to forward a message and remove its 
original attachments.
