The key information here might be that the blocks that are affected, for me at least, were previously configured as fixed_blocks. All other blocks are acting normally. This was actually another issue entirely, they weren't being removed from the $conf array when the configuration form was being saved, so they were still configured to be fixed. In earlier releases the summary-blocks of nag or kronolith worked fine, today we get an error in the portal-view for these blocks (Block "summary" der Anwendung "" nicht gefunden).
