You can switch to "All Branches" and then you can select "FRAMEWORK_3", but you can't choose FRAMEWORK_3 directly from the drop-down. You have to go through the intermediate step. If FRAMEWORK_3 is select, then you can go directly to HEAD. HEAD is the branch with the restrictions on where you can go from there.
