I'm just not seeing this. If a user wants to add face names to their tags, that can be done manually in the UI. I'm not going to enforce adding face names to tags for every user, because every user is not going to want that (I know I don't want my tags polluted with information such as this). If it's made a per-user option, that still won't help you, as you would only get a list of names for users that have enabled this option.
