There should be an error in the Pref UI regarding share pref

There should be an error in the Pref UI regarding share preferences. For example if a pref is marked shared it should be stored in “horde” scope so the value can be shared hared with all other modules.

If you mark a pref shared in a module, the Pref UI shows the field, but does not update the value if the pref is empty by default.

If you set the value with $prefs->setValue($key, $value) in your code, the value is correctly stored in horde scope.

Then you go back to the Pref UI and you see the value. But when you update it, the original value in horde scope is not updated, but you get another entry for the current scope (eg. Merk);
