This line should contain the version information. Without this conf.php is missing it to after generation and therefore horde doesn't see imp as configured. Only issue seems to be that you will not see an updated $Id$ string when running from Git unless you delete the conf.xml and then do a 'git checkout conf.xml' command (in other words, the $Id$ string only appears to be updated on a git checkout command).
