This breaks translations for Date_Holidays for examples, but might some packages stop working completely in the future. We can't simply bundle the data either, because the data_dir setting might be set inside the PEAR php files with a replace installation task. I remember slightly that Greg had some suggestion to work around that in his blog a few years ago.
