I got the same error as the reported one, but I have VFS installed and configured.

I also have pear module VFS-0.2.0 installed, and my webserver's php5 module has gettext support in it.

VFS is configured to use the SQL database.

I also found an error that on PostgreSQL 7.4 the installer SQL scripts generates error because there is no UNSIGNED type. (This can be corrected but the real error is that while I removed these words from create.pgsql.sql, I forgot to remove them from horde_vfs.pgsql.sql and installing the database was seem to be successful - while in real, not - had to remove horde_vfs table and recreate it.)

Configuring a VFS driver in Setup - Horde makes the error msg go away. Perhaps making the error message more explicit, like "check your Horde Virtual File Storage settings" could be a good idea?
