The default value is to sort by lastname: $_prefs['sortorder'] = array( 'value' => 'a:1:{i:0;a:2:{s:5:"field";s:8:"lastname";s:9:"ascending";b:1;}}', 'locked' => false, 'shared' => false, 'type' => 'implicit', ); but it won't actually do that unless $_prefs['name_format'] is set to "last_first". I don't think that it is, but I can't reproduce it. Unless anyone else is able to reproduce it, you should try to further track this down.
