This is specified in RFC 2440 [1]. The attached message was generated with Mozilla Thunderbird 1.5.0.5, using Enigmail version 0.94.

I forgot to mention that the encrypted bit is recognized as being encrypted, but I have no way of decrypting it (no link is generated). This is what is put in the body of the message:

WIth PGP partitioned format, IMP does not decrypt the message.  However IMP does decrypt if it is sent PGP/MIME.  Unfortunately, PGP corp desided to screw with the RFC and if you send a message using their product to anyone using OpenPGP or GnuPG who are using Thunderbird in the PGP/MIME format you can not read it in Thunderbird.  You have to download the attachment and decrypt it external to the program.  If you send it as PGP partitioned then Thunderbird and OpenPGP will decrypt inside Thunderbird and you can read it as normal.



It is a vicious cycle. </description>

This is incorrect.  Enigmail supports PGP/MIME just fine:
