Thanks for your off-list explanation, but this is the correct behavior. The queue email address sets the *sender* of notification messages. It doesn't have anything to do with who *receives* messages.

Wait, are you talking about notifications when new tickets are created, or when assigned tickets are changed? The latter should only notify the assigned users of course.
