To my knowledge Start and End time in ITIP invitations is displayed in a fixed format. We have noticed people being confused by not being aware of the time zone they had set by default in Horde. The confusion wouldn't have occured if ITIP invitations had respected the global Horde time format setting (which we had set to display time zone).

After setting a default timezone in horde prefs.local.php the time is displayed correctly but no timezone information is shown => doesn't look like the issue you have mentioned. The issue is that changing date_format/time_format in horde prefs doesn't influence the date/time shown in event invitations.

I've posted the issue as an IMP issue because I've tracked the code for ITIP invitations in IMP to the file imp/templates/itip/action.html.php. I'm not a PHP programmer and I'm not able to distinguish whether the time formatting should occur in this file (e.g. start time is printed here - start ?>) or in Kronolith PHP code.
