Add logic to Horde_Core_Ajax_Response that detects whether javascript libraries were requested to be added to script output and send this list of includes to the browser. HordeCore library would determine if the script is loaded and autoload if not. Would prevent the need to explicitly declare all JS files on base pages. However, not sure if/how this can work if compressing JS files.
