scripts/setup.php, admin/setup/, and Horde_Test::configFilesMissing() 
should all automatically copy *.dist files to the .php version IFF the 
.php versions are missing (never overwrite, just do initial copies) to 
make things as smooth as possible for as many people as possible.

Should we blindly do this with all .dist files in the config 
directories? Hord_Tests::configFilesMissing() currently relies on 
index.php providing the necessary file names.

I don't see problems with doing so, especially as we've been careful 
lately to make sure that anything optional in an optional config file 
is commented out by default.

scripts/setup.php no longer deals with applications, and if the admin 
page can copy config files, so can the code in Horde_Test triggered by 
hitting index.php. Therefore I say this is done.
