Okay, but how do you suggest that works? You want us to treat the language preference differently from every other preference? Also, why not use $nls['defaults']['language']?

Yes, it is overriden by default, but there should be a way to select a different language from login screen which is not default (e.g. set in prefs.php). Overwise the language selection field is useless there.

What's the bug? We always have overridden the login screen language with the user's chosen language, and a setting in prefs.php counts for that.

This is actually very old bug, so probably exist in FRAMEWORK_3 too. If in /horde/config/prefs.php there is a language set, at login you cannot choose any other languages. Web browser constantly shows the language set in prefs.php. Please see: http://lists.horde.org/archives/i18n/Week-of-Mon-20080204/002845.html
