Is this specific to imports, i.e. can you succesfully upload other files in Horde? Is this particular file very large? What do your file upload settings look like (see http://wiki.horde.org/FAQ/Admin/FileUploads)?

There is bug in Import/Export of Address Book. After selecting file (CSV File) through Browse to import a CSV file into address book and pressing NEXT, the message "The uploaded file could not be saved" is displayed and no data is uploaded into mysql and Address Book it is still empty
