When forwarding from the message view in HEAD (aka 4.2), you choose
how you want to forward the message. When forwarding from the mailbox
view, you are always forwarding full messages; it doesn't really make
sense otherwise.

Depending on the state, different actions are done by the 'forward' button.

1. In the mail-summary, it appends the cited mail as a message/rfc822
attachments ('fwd_digest' action)

2. When viewing the mail, it inserts only some parts of the cited mail
as inlined text ('forward' action)

IMO, mail should be forwarded always by the same (configurable)
method. By default, variant 1 (message/rfc822 attachment) should be
used.
