You're right, it's not a bug. Leave off the /imp part if you want the full horde frameset.

After logging imp at Groupware Webmail Edition sidebar is appear but if you go another new web url then you type manually https://my.url.edu/horde/imp adress, you can't appear the sidebar. I think so not a bug but if fixed to fine. thanks.
