We already *do* :matches on blacklist rules with wildcards. See 
http://cvs.horde.org/co.php?r=1.104&f=ingo%2Flib%2FScript%2Fsieve.php#l258

Seems to me that :matches is a better than :is as it allows the users 
to use wildcard addresses..  like "@*.uk" or some other expression of 
the like...
