It's a wrong assumption that the message text can be converted to iso-8859-1 encoding. Basically the same like ~~Ticket #4034~~.

The maildrop.php vacation function added in version 1.13 does not handle character sets correctly. Handling for iso-8859-1 and quoted-printable is added by this patch. Special characters like german Umlaute can new be used in vacation messages.
