Yes, at least on IE7. On Firefox the issue is smaller, but you can 
still see non-natural gap between up and down arrows in the list.

Without this pach there is a very wide gap between arrows on Opera and 
IE7. Screenshot attached.

There is no reason to keep these arrows in separate cells.
Yes, there is. It keeps the arrows lined up with respect to their 
action (ie, all the up arrows are lined up, and all the down arrows 
are lined up).  Otherwise, the last row will have the up-arrow 
directly under all of the down-arrows.

There is no reason to keep these arrows in separate cells. Also this 
fixes different cell count between table header and body.
