State ⇒ Not A Bug
specified for a wiki link it does the wrong thing. There's even a note
in the code saying "do we really want to do this? it's broken" (it's
in the Wikilink renderer). If you specify non-empty new_text it
doesn't check to make sure there's a new_url.

Queue ⇒ Wicked
doesn't exist yet, the link to the "broken" page displays characters
other than [A-Za-z0-9] in their urlencode()'d format.
For example:
Procedures/Nightly Process
Shows up as:
Procedures%2FNightly%20Process
which is linked to the local wicked home page. This behavior exhibits
itself if I use ((Wiki/Page/Name|Text Link)) syntax *or*
[Wiki/Page/Name Text Link] syntax.
When a registered user is logged in and browsing, everything works as
expected.
