That's be okay with me. Any other opinions?
Works for me.  Personally I comment these out before I apply them in 
my environment for that very reason.

Maybe we can get rid of GRANT statements in different application 
scripts then, because main horde sql script (create_mysql.sql) creates 
user with select, insert, update and delete privileges on Horde 
database anyway.

Right, but these need to be in MySQL specific scripts because of that 
(foo.mysql.sql).

At least on MySQL these queries create horde user with access from all 
(%) hosts.
