1. IMP 4.0.2 is very, very old. You should upgrade - probably your Horde as well. UTF-8 support gets better and better as you upgrade. 2. Do you have iconv and mbstring installed? Have you done any other testing for UTF-8 support?

When I write user identity, and add 8859-2 character like "?" or "?" to the user sign, the database gets "?" character.
