because the folder is in the base level. So it is in the correct
location according to the current code.
As far as positioning it below the shared folders, this is a duplicate
of

IMP was displaying the folders INBOX/_folder from my Cyrus servers like:
INBOX
folder1
folder2
+user (Shared folder)
_folder
I think that is not good. _folder must be under INBOX or under folder2
not under user.
