Different number of arguments doesn't cause an undefined function
error - and all but the first argument are optional. Either you
haven't updated your framework or your install isn't using the updated
copy.

When I try to click on any of the items under the "Options" tree, I
get this error:

Fatal error: Call to undefined function: loadconfiguration() in
.../services/prefs.php on line 42

I have checked out the latest from CVS, restarted apache, dropped the
database and recreated it, still there. I even tried adding
"require_once Horde.php" in prefs.php, no change.

I did notice than in frameworks/Horde/Horde.php that loadConfiguration
takes 4 arguments, whereas it is being called with 3 in prefs.php
