Quick Filters still results in a one-column "no contacts match..."
message when no contacts match.

In the browse page, when no contacts are available for the current
user, the "No contacts match the current filter." message is only 1
colspan wide instead of being as wide as the header columns (should be
6).

Secondly, Safari renders the "No contacts" line on top of the header
(overwriting it) instead of being below the header as it shows on
FireFox.

Thirdly, why is there a footer for a page with no contacts?  Seems
like a waste.
