JSON is not installed. It doesn't not appear to be "required." Is it really?

The exact line of JavaScript containing the syntax error is: var n_horde_menu = {"horde":{"label":"Horde","expanded":,"url":"\/horde3\/login.php","icon":"\/horde3\/themes\/graphics\/horde.png","icondir":"","indent":0},"imp":{"label":"Mail","expanded":,"url":"\/horde3\/imp\/","icon":"\/horde3\/imp\/themes\/graphics\ That's the whole line. It appears truncated, as well as missing a value after "expanded":

I just updated Horde from CVS and ran install-packages for the framework. I also regenerated my configuration files for all installed applications (Imp, Turba, and Whups). When I log in, the sidebar is empty where the menu is supposed to be. There is a JavaScript error "syntax error" on line 33, character 57 of /horde3/services/portal/sidebar.php.
