Tip: If my locale set to English - all works fine. If I set locale to
Russian - pressing on trash icon is not really delete this search.
That'd be an essential detail, not a "tip". Try after this:

No. In "My tickets" (not "Search") menu, I see My "QuickSearches" 
field, and press on trash can Icon.

Tip: If my locale set to English - all works fine. If I set locale to 
Russian - pressing on trash icon is not really delete this search. 
Only by "Clear all searches".

You're probably just re-running the search on the reload. These links 
work fine.

Clicking on "Delete Search" icon in  My QuickSearches did not really 
delete this search. But "Search cleared" message is apeared.

"Clear All Searches" link is working good.
