I went ahead and just had the order of patchsets match the order of commit logs - I don't personally see a need for a preference here, but it definitely makes sense to be consistent. Thanks!

Since the source log for a file in Chora is listed in reverse-chronological order (most recent at the top), it only makes sense to have the list of patchsets behave in the same manner. We should add a user preference giving them the ability to set the order. Patch attached.
