End users have no way of dumping the prefs from the backend. End users 
should be able to move their settings from one account to another.

Filter rules is nothing that make sense being imported and exported, 
as there is no standard for this. If you need to move servers, dump 
the filters preference from the prefs backend.

Most other modules allow import/export of their prefs and or data. I 
the past few months, I've unfortunately had to move my horde account 
setup twice. I didn't have access to the db, so this meant copying my 
rules manually.
