Yes, you must have the whups:admin permission to change ticket queues.

I can't reproduce what you describe. But I discovered that the "Set
Queue" tabs was displayed to users that didn't have the permission to
set queues. This has been fixed.
Thank you.  I updated, and the set queue tab has vanished, so it is
apparently a permissions issue.  Is admin access required in order to
Set Queue?

Yes, the Set Queue process does complete if I am administrator.

I assume the restriction isn't by design.  I'd like for
non-administrators to have the ability to reassign a ticket to a
different queue, as needed.

Fearing that I might be caught up on a permissions problem, I gave
myself all permissions at the Tickets, Queues, and individual queues,
but it has not helped.
Does it work if you try that as an administrator?

I'm running the latest CVS, as of now.

I can create a ticket and put it in a queue.  When I attempt to
re-assign the ticket to a new queue using 'Set Queue', however, I
cannot get the process to complete.

When I click the 'Set Queue' tab, Step 1 comes up (New Queue,
Comment).  I can select a new queue and add a comment.  This seems to
work fine.  I submit it.

Set Queue Step 2 appears.  I can select queue version and type.  When
I click 'submit', however, nothing happens -- it just re-displays step
2.

Fearing that I might be caught up on a permissions problem, I gave
myself all permissions at the Tickets, Queues, and individual queues,
but it has not helped.

It's been a few weeks since I've done a CVS update prior to this, and
everything was working before.  I am assuming this is some sort of
bug, but it could be some other problem entirely.  Any help or
guidance you can provide would be appreciated.
