Your webserver does not have sufficient permission to create or write 
to the log file that you configured in Horde's setup.
This line doesn't even exist anymore in any non-ancient IMP version. 
No idea where you got yours from, but upgrade to at least the latest 
version from the IMP 3 series.

well its not allowing me to attach the screen shot so i will type out

i was trying to attach a screen shot of all of the errors it gave me 
when i delete a message while viewing the message. ill try again. 
maybe i can email it to you??

Huh?

This is the error when deleting a message while viewing it. It will 
only allow me to attach one file at a time so after your response i 
will attach the other file error when logging in.
