Fixed the problem in a more efficient way (we only have to check for 
this once after init() is called rather than every time 
makeMailboxTreeElt() is called) and committed to HEAD and 4.0.4.

Moving parts of the IMP_Tree code from IMP to IMAP_Tree in Horde seems 
to have broken the localized INBOX-names in some cases (e.g. in the 
sidebar). The attached patch restores this functionality.
