I get this same issue on a new install.  Just installed it yesterday
7/12/07.  I am the admin and it is not an upgrade.  But I will read
the upgrade instructions to see if they point to something.

Also the portal will not keep my blocks, even if I save them.  So
since it always thinks I never logged in before, it must not be
saving my settings when I log out.  Same happens for a regular user.
You probably just didn't configure a persistent preferences backend.

Would that be the responsiblity of the sysadmin upgrading the system,
or individual users?  It hardly seems appropriate for the user to
have this responsibility and if so, I would consider it a bug in the
upgrade deployment.
Of course this is the responsibility of the sysadmin.

After upgrading from horde 2.x  you have to delete all preferences (in 
the mysql dbase) horde_prefs  before horde is able to tell the user 
his last login.
