We have multiple Plesk servers, which of course ahve Horde setup with. 
We are having the same issue as mentioned previously. We have 
confirmed that this is not OS specific as we have the same issue on 
Fedora Core 2 & 3 servers, SuSE servers, etc.



We have also verfied that updating Weather_Services does not seem to 
resolve the issue.



Anyone have any ideas as to what else we might try. We are monitoring 
the logs, but haven't seen any indication of what the issue might be.

Gah... what the hell?



I set the logging to DEBUG to try and get more information to post 
here, and it looks like the problem went away after doing that.  I 
don't understand... but it works for now.

Steps to reproduce:

* Fresh install of Horde from Gentoo ebuild: www-apps/horde-3.0.4

* Checked /etc/php/apache-php4/php.ini, made sure allow_url_fopen = On

* Logged into Horde

* Navigate: Administration -> Setup -> Portal Block Configuration

* Entered real login information into the Weather.com fields, even 
though it says that any strings work. ;-)

* Navigate: Horde -> Layout

* Drop-down: "Horde: weather.com"

* Click "Add"



At this point, I get "Error: The weather.com block is not available."   
I check the logs and nothing is in them (previously, I had not set 
"allow_url_fopen" correctly, and this error did appear in the logs.   
Now, I've set it, so there is no message anymore.)



Next:

* Click "Save"

* Click "Edit"



Now I get a new error: "Notice: Undefined variable: defaults in 
/var/www/localhost/htdocs/horde/templates/portal/layout.inc on line 94"
