I thing you don't need to *generate* alphabets.

At first, we can create template file, like nls.php with alphabet for 
each language, OR

At second we can do bottom characters line fully configurable by the 
system administrator, who can place there any charachers on his own.

How you think?

But that is not the solution. How do we generate alphabets in 
different languages? How do we handle Chinese or Japanese for example? 
And what do we do if the backend charset is a different one than the 
interface language's charset? Or should we create the rolodex 
depending on the backend charset?

In bottom of contacts list places chars in alphabetical order for fast 
searching.

This is English chars, and useful for english contacts only. What you 
plan to do with other alphabets? Russian, for example?
