Support for setting the charset for imap searches has only been added
with PHP 4.3.3, so I consider this rather a feature request.

With a search string containing norwegian characters (RFC-encoded
subjects, either ISO-8859-1 or UTF8-encoded), the search will not find
any mails with matching subjects. The search will find the same mails
if the search string does not contain norwegian characters (e.g.
searching for "test" will find the subject "testÆØÅ", but "ÆØÅ" will
not).

Horde version: 3.0.2.

IMP 4.0 with Horde 3.0 shows the same behaviour, and I did not see any
relevant changes in the 4.0.2 changelog..?
