By refile, I meant "move to folder". What I'm asking for is a way to define a default behavior of "move to folder" instead of "delete message completely".

Not sure what you mean with "refile". You can already configure to move blacklisted messages to a certain folder instead of deleting them.

It's possible for the user to tell their blacklist to refile messages instead of deleting them. What about a mechanism to make that the sitewide default instead of a user-by-user setting?
