Focus the frame, then see which charset is marked at View -> Character 
Encoding.

both Firefox is set to iso-8859-2 at default character encoding



FC3 is english, WinXP is hungarian

What charset do the "normal" pages have, what charset does the menu 
have, and does it change after the menu refreshed?

after i log on to horde, the frameset displayed as normal

and when horde try to refresh frameset, the national characters 
disappeared....
