This has nothing to do with security, and it's not supported by the 
SyncML protocol either.

This is done by the client, not the server.
Yes, normally I agree. But I had issues with clients which are not 
supporting this feature and are even creating a lot of duplicates in 
horde. It would be a kind of security feature just allowing to push 
horde data to syncml clients and disable receiving from clients.
