pear install horde/horde_text_filter_csstidy

We should still check whether the package is installed though, or make 
it a mandatory dependency.

If I enable CSS caching, i get no CSS and with firebug I see che 
instead of the CSS I get:

Horde_Text_Filter: Class definition of csstidy not found

I suppose CSSTidy should be packaged with horde but isn't. It is not 
immediate to a non-expert how to install it.

Workaround: disable CSS caching.
