Horde is no longer loading the vhosts conf files. The problem is that Horde::loadConfiguration is checking if $conf['vhosts'] is not empty to decide if it should include vhost specific conf files, before including the general conf.php file. The commit that broke this was: 184cf27c7ca9ffe7ed0511a5fad116a2fdf0d451
