It's actually more likely that he did not install GeoIP support. And .com domains are US domains.

Emails from .com addresses show the USA flag. What t.f. has e.g. deutschebahn.com to do with the US? I assume you have installed the GeoIP database. Horde looks at the sending IP address to determine the origin of the message. Chances are that deutschebahn.com uses a server farm in the US to send their messages, in which case a US flag will be shown.
