This is the general direction we want to go with Horde 4.0 (we've 
already made the decision to remove the frameset, and done some basic 
things based on that assumption), so I'd ask on the 
dev@lists.horde.org mailing list and we can all figure it out there. :)

Hi!

I'm interrested in to redesign the Horde menu navigation.
I want to avoid the frames in the traditional gui, therefor I wanted 
to add all menu items in the header menu.
The header menu should be separated into two parts.
The first part on the left side should include links to the 
applications and the second part on the right side should include the 
application specific links.
(like OTRS, http://www.otrs.org/screenshot/)

Can you give me hints for development?
