browser cache and tried on multiple machines... same result.. but only
when an alert message is present and only in IE
files in the browser cache? Did you modify the CSS? Do you get any
JavaScript errors? I have never seen this or heard of it before.
there is an 'alert message'..
eg.. if your default application is IMP INBOX..
then when it shows your "Last Login" alert message... it does the same
to the folder actions on that bar too.

When you hover over the area of icons at the top of the folder
contents... a white area appears as you mouseover... and sometimes if
you move quickly the white area stays.... This only happens when there
is an "alert message" at the top of the screen... such as "last login"
or "trash emptied"
