Can IMP's fckeditor do the same ?
(including setup of server elements outside of the scope of Horde).
If somebody wanted to do this on their own server, it would probably
work fine but they would have to do all the server stuff (and
corresponding fckeditor config) themeselves.

It's probably not ever going to be possible to download an image
directly from FCKEditor and then attached it/use it into the email
being composed, but can IMP's editor be able to use/browse a file from
