FCKEditor is able to download a local image (stored on the user's PC)
and integrate it into the HTML code. (see from
http://www.fckeditor.net/demo)

Can IMP's fckeditor do the same ?
No.  This requires a bunch of stuff to happen on the server side 
(including setup of server elements outside of the scope of Horde).   
If somebody wanted to do this on their own server, it would probably 
work fine but they would have to do all the server stuff (and 
corresponding fckeditor config) themeselves.
It's probably not ever going to be possible to download an image
directly from FCKEditor and then attached it/use it into the email
being composed, but can IMP's editor be able to use/browse a file
from gollem or ansel ?
No.  Someone would have to write a plugin (similar to the old xinha 
ansel plugin).
