rules become invisible. This was because the rule_order was not being
changed correctly after the first deletion. The problem is
reproducible. (I used convert_prefs_to_sql.php on a set of rules in
horde_prefs.) The attached OO speadsheet shows how the rule_order
changed after each deletion.
