Seems to be a misunderstanding. I did update the framwork via cvs and 
installed the pear packages then via framwork/install-packages.php.

Yes-No, I updated the framework with the install-packages.php tool.
If this will be cvs ?
You have to update the framework files, as well as installing them.

It works if I use the SQL base chache.

And it doesn't happen if you don't use caching or if you use the file 
based caching?

I have configured as cache system memcache. When I created the first 
time slice in hermes the screen goes blanc. In system log I find the 
error:

  apache2: PHP Fatal error:  Call to a member function 
getUserPermissions() on a non-object in /usr/share/php/Horde/Perms.php 
on line 290

This happens too if I use the SQL based cache system, but switch on 
memcache as additional driver.
