Use HEAD requests for checking if things have changed before GETing updated content.

Store copies of the page content of each bookmark and index them in a search engine; if google custom search engines add better programattic support, or Yahoo BOSS allows specific URL restrictions, those are good options. Otherwise using Horde_Content_Index (see http://wiki.horde.org/Project/ContentBackend) would work too. Then of course provide an interface to search the _content_ of your bookmarks.
